Can Cerebral Palsy make a person more tempermental?

My sister has mild cerebral palsy and has always been very tempermental. When she gets angry she just goes out of control with fury like a temper tantrum even though she is an adult. Is this because of her cerebral palsy or does she simply have a temper problem?
